{"id":56870,"date":"2022-11-10T06:49:32","date_gmt":"2022-11-10T11:49:32","guid":{"rendered":"https:\/\/wawa-news.com\/?p=56870"},"modified":"2022-11-10T06:49:32","modified_gmt":"2022-11-10T11:49:32","slug":"broken-promises-mar-unique-history-of-metis-experience-in-treaty-making","status":"publish","type":"post","link":"https:\/\/wawa-news.com\/index.php\/2022\/11\/10\/broken-promises-mar-unique-history-of-metis-experience-in-treaty-making\/","title":{"rendered":"Broken promises mar unique history of M\u00e9tis experience in treaty making"},"content":{"rendered":"<p>The <em>Halfbreed Adhesion to Treaty No. 3<\/em> is the only instance of a M\u00e9tis community collectively adhering to one of the historic treaties negotiated with First Nations across Canada. As a part of Treaties Recognition Week, the Northwestern Ontario M\u00e9tis Community is raising awareness about the \u201cHalfbreeds of Rainy Lake and Rainy River.\u201d<\/p>\n<p>In the 1870s, M\u00e9tis pressed their land and rights claims in the Fort Frances area and ultimately negotiated with Canada and collectively signed on to the <em>Halfbreed Adhesion to Treaty No. 3<\/em>in 1875 as a distinct group. Following the signing of the <em>Halfbreed Adhesion to Treaty No. 3<\/em> in 1875, Parliament passed the first Indian Act in 1876.<\/p>\n<p>With the passage of the Indian Act and the organization of the Department of Indian Affairs, federal officials refused to continue to recognize the Halfbreeds of Rainy Lake and River as a distinct M\u00e9tis group and uphold the Crown\u2019s promises made to them as a collective, despite the expressed language and promises in <em>Halfbreed Adhesion to Treaty No. 3<\/em>.<\/p>\n<p>In effect, the Halfbreeds of Rainy Lake and River were provided only two options: (1) become \u201cIndians\u201d under the Indian Act, or (2) receive no benefits from their Treaty with the Crown. These government policies breached the promises made and the Honour of the Crown.<\/p>\n<p>This betrayal of the treaty promise made to these well-known Halfbreed families\u2014as M\u00e9tis\u2014continues to this day. While some of the descendants of the \u201cHalf-breeds of Rainy River and Rainy Lake\u201d have joined Indian Act Bands in the Treaty #3 territory, including what is now known as Couchiching First Nation, many M\u00e9tis descendants of the \u201cHalf-breeds of Rainy River and Rainy Lake\u201d have not and are the M\u00e9tis successor to the \u201cHalf-breeds of Rainy River and Rainy Lake.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>\u201cOur unique history and existence as a M\u00e9tis community in Northwestern Ontario with Treaty rights and broken Crown promises must be told as a part of Treaties Recognition Week\u2019\u201d said Theresa Stenlund, MNO Regional Councilor for the Northwestern Ontario M\u00e9tis Community (NWOMC). \u201cCanada\u2019s breach of the honour of the Crown effectively defeats the very purpose of the Halfbreed Adhesion to Treaty No. 3 and requires reconciliation.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>Despite repeated efforts, the promises made in the 1875 M\u00e9tis Adhesion have never been honoured by the Crown, nor have the M\u00e9tis community\u2019s other claims and rights been fully recognized. This is now changing. In 2017, the Northwestern Ontario M\u00e9tis Community signed an agreement with Canada to begin negotiations with a view to finding a \u201cshared solution.\u201d \u00a0As a part of these discussions, the Northwestern Ontario M\u00e9tis Community has been clear that it does not make any claims to\u00a0and does not seek any\u00a0reserve lands in Treaty #3 that are held by individual First Nations, including Couchiching First Nation. Nor does it seek to merge or become a part of existing Indian Act Band in Treaty #3.<\/p>\n<p>\u201cThe M\u00e9tis experience in treaty making\u2014whether that be through exclusion to date or by breaches of the <em>Halfbreed Adhesion to Treaty No. 3<\/em>\u2014must be told.
