{"id":14644,"date":"2018-08-10T08:28:06","date_gmt":"2018-08-10T12:28:06","guid":{"rendered":"https:\/\/wawa-news.com\/?p=14644"},"modified":"2018-08-10T08:28:06","modified_gmt":"2018-08-10T12:28:06","slug":"governments-approach-to-sex-ed-is-harmful-to-lgbtq2-people-and-puts-youth-at-risk","status":"publish","type":"post","link":"https:\/\/wawa-news.com\/index.php\/2018\/08\/10\/governments-approach-to-sex-ed-is-harmful-to-lgbtq2-people-and-puts-youth-at-risk\/","title":{"rendered":"Government\u2019s approach to sex-ed is harmful to LGBTQ2 people and puts youth at risk"},"content":{"rendered":"<p>In the 5 weeks since the Ontario PCs\u2019 cabinet was sworn in it has become increasingly apparent that when Premier Doug Ford was sloganeering about his government being the first \u201cFor the People\u201d, he didn\u2019t mean LGBTQ2 people or anyone who cares about child safety or building a more inclusive Ontario.<\/p>\n<p>&nbsp;<\/p>\n<p>The PCs have moved hastily to scrap the <a href=\"https:\/\/www.thestar.com\/news\/canada\/2018\/07\/12\/scrapping-the-new-sex-ed-curriculum-a-giant-leap-backwards-experts-say.html\">2015 heath and sexual education curriculum<\/a> put in place by their predecessors. In doing so, they are rewinding Ontario classrooms to the <a href=\"https:\/\/www.thestar.com\/news\/queenspark\/2018\/07\/11\/ontario-students-will-be-taught-the-old-sex-ed-curriculum-when-they-go-back-to-school-education-minister-says.html\">1998 version of that curriculum<\/a> until they \u201cconsult with parents\u201d to reformulate a replacement.<\/p>\n<p>&nbsp;<\/p>\n<p>The 1998 curriculum was outdated for at least the last decade it was taught. It is deeply heteronormative, having been developed before same-sex marriage was legalized in 2005 or any of the many LGBTQ2 rights advancements which followed. It is mum on topics of sexual orientation, gender identity, and gender expression, and it does not cover critical issues for our modern age, such as online safety. Perhaps most ironically \u2013 given <a href=\"https:\/\/www.thestar.com\/news\/queenspark\/2018\/01\/24\/tory-leader-patrick-brown-denies-allegations-of-misconduct.html\">the #MeToo movement which triggered Ford\u2019s successful leadership bid<\/a> \u2013 it is silent on issues such as consent.<\/p>\n<p>&nbsp;<\/p>\n<p>In sum, the PCs have made it one of their top priorities to put in place an outdated curriculum that is light on facts, does not acknowledge the equality of LGBTQ2 people or their relationships, is discriminatory and inconsistent with the protections of the <a href=\"https:\/\/www.dailyxtra.com\/are-doug-fords-proposed-changes-to-sex-education-unconstitutional-92870#.W1jS7q9cxQs.facebook\"><em>Charter of Rights and Freedoms<\/em><\/a> or the Ontario <em>Human Rights Code<\/em>, and is negligent in protecting young people from harm or exploitation in the time of \u2018sexting\u2019 and social media. As LGBTQ2 inclusion advocates, we are repulsed by this <a href=\"https:\/\/www.huffingtonpost.ca\/karyn-pickles\/ontario-sex-education-curriculum-update_b_6746012.html\">dog-whistle<\/a> about our families and deliberate act of erasure \u2013 as though we are too unsightly for Ontario classrooms. This is deeply disturbing and unacceptable.<\/p>\n<p>&nbsp;<\/p>\n<p>Those looking for a saviour of modern values and common sense among Ford\u2019s caucus appear to be destined for disappointment. As <em>Toronto Star<\/em> columnist Bob Hepburn <a href=\"https:\/\/www.thestar.com\/opinion\/star-columnists\/2018\/08\/01\/where-are-the-grown-ups-in-fords-cabinet.html\">recently opined<\/a>, there does not seem to be any grown-ups in the Ford government who are willing to push back on the Premier\u2019s bully tactics and obtuse policy choices. If we didn\u2019t know better, we would go further and question whether there are any parents at the cabinet table either, given the ministers\u2019 willingness to stand by while Ford\u2019s curriculum meddling maligns LGBTQ2 kids and their families and endangers youth.<\/p>\n<p>&nbsp;<\/p>\n<p>Take Deputy Premier Christine Elliott. We were appalled to read <a href=\"https:\/\/www.cp24.com\/news\/teachers-can-discuss-issues-not-included-in-sex-ed-curriculum-in-private-elliott-says-1.4029749\">news from last month<\/a> in which she said that teachers can discuss issues not included in the province\u2019s sex-ed curriculum in private but not in front of the classroom. Not only is this <a href=\"https:\/\/www.thestar.com\/news\/queenspark\/2018\/07\/30\/more-ontario-school-boards-join-sex-ed-curriculum-protest.html\">at odds with the professional standards of teachers<\/a>, but one can almost hear the subtext of \u201cShoo! Shoo! Back in the closet!\u201d underlying her comments. Worse, as an advocate for Ontarians with disabilities, we are stunned by <a href=\"http:\/\/www.ccdonline.ca\/en\/socialpolicy\/poverty-citizenship\/policy-reform\/Christine-Elliott-2Dec2014\">Elliott\u2019s about-face on inclusion<\/a> and disregard for the chill this policy casts on queer students. It is noteworthy that she said this just weeks after <a href=\"https:\/\/www.facebook.com\/photo.php?fbid=10156851371230616&amp;set=a.10150383137945616.409194.612360615&amp;type=3&amp;theater\">marching in the Toronto Pride parade with a banner<\/a> decreeing that LGBTQ2 people have a home in her party.<\/p>\n<p>&nbsp;<\/p>\n<p>Education Minister Lisa Thompson \u2013 whose office has been directing this fiasco \u2013 has also been <a href=\"https:\/\/toronto.citynews.ca\/video\/2018\/07\/26\/raw-education-minister-fails-to-clarify-confusion-around-sex-ed-curriculum\/\">clear as mud<\/a> on the subject. She has <a href=\"https:\/\/toronto.citynews.ca\/2018\/07\/26\/education-minister-gives-confusing-interview-sex-ed-curriculum\/\">yet to unequivocally specify<\/a> what, exactly, will be taught in September and whether her government has deemed LGBTQ2 content too deviant for classrooms. As educators have confirmed, her climb-down claim that the 2014 curriculum would be taught in the fall \u2013 and not the 1998 curriculum \u2013 is a complete fabrication. The curriculum taught in 1998 was taught <em>until<\/em> 2014. We have been disappointed to see others parroting the same falsehood.<\/p>\n<p>&nbsp;<\/p>\n<p>Caroline Mulroney, Jeff Yurek, Ross Romano, and Monte McNaughton, among others in the PC caucus, are parents of young children. As advantaged and intelligent people, they perhaps mistake their own ability to convey important lessons omitted from the PCs\u2019 curriculum as a capability shared by most parents \u2013 which is simply not the case. Likewise, many LGBTQ2 young people are uncertain whether their family will accept and support them if they come out. Without an affirmative learning environment at school, this can perpetuate a deep sense of shame and negative self-worth with <a href=\"https:\/\/ottawacitizen.com\/opinion\/columnists\/pearson-on-coming-out-hannah-gadsby-and-me\">lifelong repercussions<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p>And lest we forget those PC officials who conduct their political lives from a glass closet or were elected with the support of gay voters, but have remained quiet about the Premier\u2019s hostility to LGBTQ2 people. Their silence is deafening. Its message is as loud and clear as the Premier\u2019s decision to <a href=\"https:\/\/www.stcatharinesstandard.ca\/news-story\/8708141-sam-oosterhoff-named-parliamentary-assistant-to-education-minister\/\">make Sam Oosterhoff<\/a> the Parliamentary Assistant for Education. Oosterhoff is a young, homeschooled MPP who is staunchly opposed to sex-ed. His appointment epitomizes \u2018Ford Nation\u2019 disdain for LGBTQ2 Ontarians.<\/p>\n<p>&nbsp;<\/p>\n<p>Indeed, the PCs\u2019 sex-ed strategy is a political and public policy quagmire. Most of those who opposed the Liberals\u2019 curriculum are opposed to <em>any<\/em> sex-ed in Ontario classrooms, and will likely never be happy with the outcomes of the PCs\u2019 <a href=\"https:\/\/www.thestar.com\/news\/queenspark\/2018\/07\/25\/tories-to-begin-sex-ed-consultations-in-september.html\">new consultation process<\/a>. The professed need to consult parents is itself a misrepresentation, as the 2015 curriculum was perhaps <a href=\"https:\/\/news.ontario.ca\/edu\/en\/2015\/02\/ontario-releases-updated-health-physical-education-curriculum-parent-resources.html\">the most consulted-on policy in the Ministry\u2019s history<\/a>. There is no need for more. The only reason to use the 1998 curriculum as the starting point for further engagement is to obscure a backslide to less enlightened and inclusive content.<\/p>\n<p>&nbsp;<\/p>\n<p>And let\u2019s be clear: the government\u2019s insistence on \u201cconsulting parents\u201d is asinine. \u201cParents\u201d, in this political context, is code for <a href=\"http:\/\/www.pafe.ca\/\">interest groups with animus toward LGBTQ2 people<\/a> \u2013 like those headed by Ford supporters <a href=\"https:\/\/nationalpost.com\/news\/politics\/doug-ford-anointed-literally-by-controversial-evangelical-pastor-as-part-of-effort-to-win-social-conservatives\">Charles McVety<\/a> and <a href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/tanya-granic-allen-no-longer-an-ontario-pc-party-candidate-after-irresponsible-comments-doug-ford-says-1.4650360\">Tanya Granic Allen<\/a>. But even actual parents of school-aged children are not experts or professional educators. Despite their best intentions, <a href=\"https:\/\/www.huffingtonpost.ca\/jade-saab\/doug-ford-sex-education-parents_a_23488726\/\">most parents are simply not equipped<\/a> to teach their children about sexual topics in a consistent, informed manner that reflects modern realities, nor are children as comfortable asking questions of their parents. Just ask any public health practitioner \u2013 or teenager \u2013 and they\u2019ll tell you that parents simply do not always know best.<\/p>\n<p>&nbsp;<\/p>\n<p>The 2015 curriculum is <a href=\"https:\/\/www.ontario.ca\/page\/sex-education-ontario\">comprehensive and age-appropriate<\/a>, and ought to remain in place. It is responsive to the needs of youth from vulnerable groups, <a href=\"https:\/\/egale.ca\/backgrounder-lgbtq-youth-suicide\/\">including in the north<\/a>, <a href=\"https:\/\/www.thestar.com\/news\/queenspark\/2018\/08\/08\/families-to-launch-human-rights-case-over-outdated-sex-ed-curriculum.html\">where access to health resources can be more limited<\/a>. As the Grand Chief of Treaty 3 recently <a href=\"http:\/\/gct3.ca\/statement-on-ontario-governments-decision-to-revert-to-1998-sex-ed-curriculum\/\">stated<\/a>, \u201cDespite ongoing efforts, many Indigenous young people have difficulty completing high school or accessing post-secondary education \u2026 and may not have access to the same guidance at home as their peers. One of our responsibilities in responding to crises like missing and murdered Indigenous women and girls and youth mental health, self-harm, and suicide must be to provide Indigenous young people with information about healthy and safe relationships, sexual orientation and gender identity, and resources related to consent and gender-based violence. By putting in place antiquated sex-ed curriculum, the Ontario government is abdicating that responsibility and putting young people at risk.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>We couldn\u2019t agree more. Ontarians deserve better from a government operating \u201cFor the People\u201d. As watchdogs of diversity, inclusion, and youth wellbeing in our region, we are deeply disturbed and disappointed by this government\u2019s aversion to fact-based education and public policy which protects young people and equips them to navigate our modern, cosmopolitan society.
